That combination makes it one of the strongest smart metering business cases anywhere in the world, and the natural launch point for the Nova Platform.

The economics are unforgiving. Roughly 80% of the nation's electricity is imported from Ethiopia, purchased in hard currency and resold at tariffs that already strain households and enterprises. Network studies place technical losses around 11% of energy delivered, with non-technical losses (theft, bypass, and unbilled consumption) stacking several points on top. At Djibouti's price levels, every percentage point of loss is a uniquely expensive hole in the national balance sheet.

Demand is accelerating, propelled by the port economy, logistics corridors, data infrastructure, and rapid urbanization. Yet the commercial backbone of the utility still runs on manual processes: physical meter reads, paper-driven dispute resolution, and disconnection crews in trucks. Meanwhile, roughly a third of the population remains without electricity access, constrained by connection costs and the utility's limited capacity to expand profitably.
